Panama is a country whose geopolitical importance outweighs its size because of the volume of trade that passes the Central American isthmus through the canal. For nearly a century, the United States occupied and controlled the Panama Canal Zone and its shipping operations. In 1999, control was passed to Panama’s Canal Authority. This peaceful transfer was a result of the 1977 Torrijos-Carter Treaties. The Weak and the Powerful studies how a weak country negotiated the Cold War and how a strongman navigated between competing power blocs. Omar Torrijos took power in Panama through a 1968 coup d’état and ruled that country until his death in 1981. He committed his country to the Non-Aligned Movement (NAM), which purported to stand for noninterference and against imperialism. Jonathan C. Brown looks at how Torrijos and the NAM were able to mobilize world opinion of the weak against the powerful to pressure the United States to live up to its democratic and international ideals regarding sovereignty of the canal. The author also demonstrates how world opinion was unable to address the problems of ideologically motivated warfare in neighboring Central American states.

A long history of migration, trade, and shared interests links China to Latin America and the Caribbean. Over the past twenty years, China has increased direct investment and restructured trade relations in the region. In addition, Chinese public sector enterprises, private companies, and various branches of the central government have planned, developed, and built a large number of infrastructure projects in Latin America and the Caribbean, such as dams, roads, railways, energy grids, security systems, telecommunication networks, hospitals, and schools. These projects have had a profound impact on local environments and economies and help shape the lived experiences of individuals. Each chapter in this volume examines how the impact of these infrastructure projects varies in different countries, focusing on how they produce new forms of global connectivity between various sectors of the economy and the resulting economic and cultural links that permeate everyday life.

Despite democratization at the national level, local political bosses still govern many municipalities in Latin America. Caudillos and clans often use informal political practices—ranging from clientelism and patronage to harassment of political opposition—to control local political dynamics. These arbitrary and, at times, abusive practices pose important challenges to how Latin American democracy works and how power is exercised after the decentralization reforms in the region. These reforms promised to bring the government closer to the people and to promote popular participation. In many cases, these ideals are unmet, and newly empowered local politicians have been able to turn municipalities into personal fiefdoms. This book explores how local caudillos stay in power and why some are more successful than others in retaining office. Tomáš Došek provides an in-depth analysis of six cases from Chile, Paraguay, and Peru to show the strategies that caudillos pursue to secure power and the mistakes they commit that drive them out.

In the two largest countries in South America, successive waves of structural reforms adopted in the name of development invariably have ended in disappointment. The promise of development never seems to materialize. Dependency and Crisis in Brazil and Argentina examines why. Instead of looking for policy failures, F. Antunes de Oliveira’s focus is on the parameters of the public debate about “development” itself. An unfruitful dispute between neoliberalism and neodevelopmentalism has dominated Brazilian and Argentine political economy debates to the detriment of both countries. Antunes de Oliveira presents a comprehensive theoretical and empirical critique of the neoliberal and neodevelopmentalist structural reform cycles in Brazil and Argentina and applies insights from dependency theory to craft an alternative political economy framework for the analysis of development challenges.

The development of aviation in Mexico reflected more than a pragmatic response to the material challenges brought on by the 1910 Revolution. It was also an effective symbol for promoting the aspirations of the new elite who attained prominence during the war and who fixated on technology as a measure of national progress. The politicians, industrialists, and cultural influencers in the media who made up this group molded the aviator into an avatar of modern citizenship. The figure of the pilot as a model citizen proved an adept vessel for disseminating the values championed by the official party of the Revolution and validating the technological determinism that underpinned its philosophy of development. At the same time, the archetype of the aviator camouflaged problematic aspects of the government’s unification and development plans that displaced and exploited poor and Indigenous communities.

The BBC Latin American Service was created in 1938, funded by the British Ministry of Information, to counter fascist propaganda broadcast to Latin America. Now considered one of the major Latin American novelists of the twentieth century, Brazilian writer Antônio Callado (1917–1997) got his start writing radio drama scripts for the BBC LAS during and after World War II. Largely forgotten until Daniel Mandur Thomaz collected them in a 2018 volume published in Brazil, these radio scripts were propaganda in their own right and were part of a concerted effort to win sympathy for Britain and the Allies in Latin America. They reveal how Callado’s experiences during the war influenced his writing and had a critical impact on themes he would revisit consistently throughout his literary career. Transatlantic Radio Dramas analyses the scripts themselves, but also examines the institutions, material practices, and beliefs that allowed modernist transatlantic networks like the BBC LAS to flourish.

Although merit system selection and management of public personnel is thought of as the standard for good governance, public employees frequently are appointed by political officials rather than being members of a career civil service. In fact, there has been an increase in the level of patronage appointments and politicization of public administration over the past several decades as political leaders attempt to impose their control over the public bureaucracy. Although widespread, patronage appointments in the public sector are particularly important in Latin America, where there is a tradition of extensive patronage. The Politics of Patronage Appointments in Latin American Central Administrations seeks to understand the motivations of patrons when they make appointments, the roles appointees play, the skills required to play these roles, and what accounts for different modalities of patronage. It moves beyond the conventional condemnation of patronage to examine the multiple uses of political appointments, which can be crucial for obtaining the services of highly qualified individuals who otherwise might not be willing to work in the public sector.

Crime and violence soared in twenty-first-century Venezuela even as poverty and inequality decreased, contradicting the conventional wisdom that these are the underlying causes of violence. The Paradox of Violence in Venezuela explains the rise of violence under both Hugo Chávez and Nicolás Maduro - leftist presidents who made considerable investment in social programs and political inclusion. Contributors argue that violence arose not from the frustration of inequality, or the needs created by poverty, but rather from the interrelated factors of a particular type of revolutionary governance, extraordinary oil revenues, a reliance on militarized policing, and the persistence of concentrated disadvantage. These factors led to dramatic but unequal economic growth, massive institutional and social change, and dysfunctional criminal justice policies that destabilized illicit markets and social networks, leading to an increase in violent conflict resolution. The Paradox of Violence in Venezuela reorients thinking about violence and its relationship to poverty, inequality, and the state.

In Mirrors of Whiteness, Mauro P. Porto examines the conservative revolt of Brazil’s white middle class, which culminated with the 2018 election of far-right candidate Jair Bolsonaro. He identifies the rise of a significant status panic among middle-class publics following the relative economic and social ascension of mostly Black and brown low-income laborers. The book highlights the role of the media in disseminating “mirrors of whiteness,” or spheres of representation that allow white Brazilians to legitimate their power while softening or hiding the inequalities and injustices that such power generates. A detailed analysis of representations of domestic workers in the telenovela Cheias de Charme and of news coverage of affirmative action by the magazine Veja demonstrates that they adopted whiteness as an ideological perspective, disseminating resentment among their audiences and fomenting the conservative revolt that took place in Brazil between 2013 and 2018.

Authorities in postrevolutionary Cuba worked to establish a binary society in which citizens were either patriots or traitors. This all-or-nothing approach reflected in the familiar slogan “patria o muerte” (fatherland or death) has recently been challenged in protests that have adopted the theme song “patria y vida” (fatherland and life), a collaboration by exiles that, predictably, has been banned in Cuba itself. Lillian Guerra excavates the rise of a Soviet-advised Communist culture controlled by state institutions and the creation of a multidimensional system of state security whose functions embedded themselves into daily activities and individual consciousness and reinforced these binaries. But despite public performance of patriotism, the life experience of many Cubans was somewhere in between. Guerra explores these in-between spaces and looks at Cuban citizens’ complicity with authoritarianism, leaders’ exploitation of an earnest anti-imperialist nationalism, and the duality of an existence that contains elements of both support and betrayal of a nation and of an ideology.

From majestic Amazonian macaws and highland Andean hawks to tiny colorful tanagers and tall flamingos, birds and their feathers played an important role in the Inka empire. Claudia Brosseder uncovers the many meanings that Inkas attached to the diverse fowl of the Amazon, the eastern Andean foothills, and the highlands. She shows how birds and feathers shaped Inka politics, launched wars, and initiated peace. Feathers provided protection against unpredictable enemies, made possible communication with deities, and brought an imagined Inka past into a political present. Richly textured contexts of feathered objects recovered from Late Horizon archaeological records and from sixteenth- and seventeenth-century accounts written by Spanish interlocutors enable new insights into Inka visions of interspecies relationships, an Inka ontology, and Inka views of the place of the human in their ecology. This coauthored monograph examines how business groups have interacted with state authorities in the three central Andean countries from the mid-twentieth century through the early twenty-first. This time span covers three distinct economic regimes: the period of state-led import substitutive industrialization from the 1950s through the 1970s, the neoliberalism of the 1980s and 1990s, and the post-neoliberal period since the earlier 2000s. These three countries share many similarities but also have important differences that reveal how power is manifested. Peru has had an almost unbroken hegemony of business elites who leverage their power over areas of state activity that affect them. Bolivia, by contrast, shows how strong social movements have challenged business dominance at crucial periods, reflecting a weaker elite class that is less able to exercise influence over decision-making. Ecuador falls in between these two, with business elites being more fragmented than in Peru and social movements being weaker than in Bolivia. The authors analyze the viability of these different regimes and economic models, why they change in specific circumstances, and how they affect the state and its citizen.

_Hemispheric Blackness and the Exigencies of Accountability _examines the way Afrodescendant and Black communities use the land on which they live, the rule of law, and their bodies to assert their historical, ontological, and physical presence across South, Central, and North America. Their demand for the recognition of ancestral lands, responsive policies, and human rights sheds new light on their permanent yet tenuous presence throughout the region. The authors argue that by deploying a discourse of transcontinental historical continuity, Black communities assert their presence in local, national, and international political spheres. This conceptualization of hemispheric Blackness is the driving force confronting the historical loss, dismissal, and disparagement of Black lives across the Américas. Through twelve case studies that cover a wide range of locations, their work examines contemporary manifestations of sovereignty of Black body and mind, Black-Indigenous nexuses, and national revisions that challenge more than a quincentennial of denial and state unaccountability in the hemisphere.

During Chile’s shift to neoliberalism, the dictatorship of Augusto Pinochet passed a swath of probusiness labor legislation. Subsequent labor reforms by democratically elected progressive administrations have sought to shift power back to workers, but this task has proven difficult. In Building Power to Shape Labor Policy, Pablo Pérez Ahumada explains why. Focusing on reforms to collective labor law, Pérez Ahumada argues that analyzing how both workers and employers mobilize power to influence government policies is crucial for understanding labor reform outcomes. He examines the relational character of power to explain how different types of power—structural, institutional, associational—interact with each other, and proposes a relational understanding of power and how it is balanced among competing social classes. While workers and employers both have a hand in shaping labor law, their influence is not equal. Analysis of recent events in Chile reveals how the balance of power and the lingering effects of neoliberalism manifest in labor reform.

During the first decade of the century, Evo Morales and other leftists took control of governments across Latin America. In the case of Bolivia, Morales was that country’s first Indigenous president and was elected following five years of popular insurrection after decades of neoliberal governance. Now We Are in Power makes the argument that the so-called Pink Tide should be understood as a passive revolution, a process that has two phases: a period of subaltern struggle from average citizens strong enough to culminate in a political crisis, which is followed by a time of reconciliation and transformation. Angus McNelly examines this movement as it unfolded and evaluates how passive revolution plays out over a prolonged crisis, ultimately demonstrating the inherent contradictions and complications of the process.
